HSE ‘Work at Height Regulations 2005’ apply to all work at height where there is a risk of a fall liable to cause personal injury. They place duties on employers, the self-employed and anyone else who controls others working at height anywhere. This includes working below ground. Safety equipment including safety guards, scaffolding, harnesses, ropes etc. are required to prevent falls. Equipment has to be checked on a regular basis and reports recorded and kept for 3 months after the work is finished.
